Providing Public Comment During the Meeting

Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting.

 

If a Councilmember participates from the meeting in another location that is listed on the agenda, the public may attend and provide comment only at the in-person meeting locations listed. If a Councilmember participates remotely for “just cause” under California Government Code Section 54953.8.3 and no remote location is listed, the public may attend and provide comments on Zoom.

Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Authorize the Town Manager to approve and execute a General Services Agreement for routine and emergency streetlight and traffic signal repair and maintenance with DC Electric Group, Inc. for an amount not to exceed $175,000 per fiscal year.

Rebuilding Together Petaluma, Inc., Subrecipient Agreement to Implement Objective 1 of the Prohousing Incentive Pilot Program Grant and Provide Comprehensive Home Repair and Modification Services to Eligible Residents

 
  1. Authorize the Town Manager to execute a Subrecipient Agreement with Rebuilding Together Petaluma, Inc., in the amount of $250,000 for comprehensive home repair and modification services to eligible residents within the Town of Windsor, focusing on safety, accessibility, and aging-in-place.

Dawn Way Conveyance Improvement Project

 
  1. Approve the plans and specifications and award the construction contract to Cats4u, Inc. in the amount of $972,146.00 for construction of the Dawn Way Conveyance Improvements Project, and authorize the Town Manager to execute said construction contract on behalf of the Town and any required construction change orders up to the authorized project budget; and
  2. Approve a Professional Services Agreement with GHD, Inc. for Construction Management, Inspection and Materials Testing Services for the Dawn Way Conveyance Improvements Project in an amount not to exceed $165,870.00 and authorize the Town Manager to execute said agreement on behalf of the Town and any contract amendments up to 20 percent of the original contract amount.

By motion, approve Amendment No. 1 to the Professional Services Agreement with 4LEAF, Inc. for Building Division staff support, plan review, and Certified Access Specialist (CASp) review services, increasing the contract amount by $582,420 for a total not-to-exceed amount of $632,420, extending the term of the agreement through December 31, 2026, and authorize the Town Manager to execute the amendment on behalf of the Town.
